Every app here is for adults 18+, and every character in them must be an adult. This page is about tone: how each service lets you keep things sweet or turn up the heat, within its own rules.

Think of it as a dial with two marks.

• You choose per character. The service has a switch, tag or setting that separates safe characters from mature ones. Janitor AI tags characters Limited or Limitless; characters with sexual or romantic themes must be tagged Limitless.
• Adult by default. The service is built for adults and lets the conversation go further, so you hold the dial yourself through what you write and how you set up the character. Secrets AI, Candy AI and Kindroid sit here. Candy AI has no separate NSFW switch, according to its help center.

Nomi is in between: its homepage promises "unfiltered" chats, but its wiki says it doesn't send nude or NSFW photos.

None of this changes the hard limits. Every app on this list bans minors and minor-coded characters, whatever the tone.

Criterion for this page: a service has to support romantic or flirty chat with adult characters, for users 18+, and let you control how far it goes, either by banning explicit content or by giving you a setting for it.

What we checked, on October 23, 2026, from a US connection:

1. Content rules. Terms and content policies on each official site: what's allowed, what's banned, how age is handled. Services with face swaps, real-person likeness or step themes were cut.
2. The tone control. Only what the service documents in its help center, wiki or policy. Where nothing is documented, we don't claim a setting exists.
3. Free limit and price. From official pricing pages, FAQs and docs. "Not published" means exactly that. Nomi doesn't have a public pricing page, so its price comes from its own March 2026 blog post.

Xoul AI is not included while we re-check its catalog and policies (Oct 2026).

We haven't chatted on these services, so this page doesn't judge how charming the replies are. We tried free sign-ups at Candy AI and Janitor AI; both stopped at a CAPTCHA, which we didn't bypass. How we work: methodology.

Janitor AI: free, with the tone on the label

Janitor AI is a library of community-written characters running free on its own model, JLLM. The useful bit for flirting is the tagging: characters with sexual or romantic themes must be tagged Limitless, so Limited characters are the place to look for lighter chat. Users in Australia, Brazil and the UK pass a one-time age check through k-ID.

• Free: unlimited chats on JLLM, with about 8,000 to 9,000 tokens of memory before older messages drop out.
• Price: standard-model chat is free. janitor+ costs $12.99/month or $99/year; renews automatically, tax not included. Checked October 24, 2026 on the official janitor+ page.
• Honest minus: community characters vary a lot in quality and tone, and the privacy policy gives no fixed retention period.

Secrets AI: memory first, adult if you want it

Secrets AI is a companion platform with realistic or anime-style adult companions and custom characters. Its wiki puts unusual weight on memory: lorebooks, recalled past conversations and longer context on higher tiers. Adult content is available, so this suits you if you want the flirt to have room to grow.

• Free: 20 messages a day, no images or video.
• Price: Premium $19.99/month or $109.99/year (about $9.17/month), unlimited messages. Ultimate $39.99/month.
• Honest minus: the homepage promises end-to-end encryption, but the privacy policy only describes encryption at rest and in transit, and it lists model training among data uses.

Nomi: a companion who remembers the last date

Nomi's selling point is "short, medium, and long term memory": a Nomi is meant to recall details from earlier chats. For flirting, that's what turns a one-off exchange into an ongoing story. It also has voice messages, hands-free calls and selfies. The wiki says every Nomi is an adult aged at least 18.

• Free: free to start with no credit card, per the homepage. Limits aren't published.
• Price: $15.99/month, $39.99/quarter or $99.99/year, from an official Nomi blog post dated March 20, 2026. There's no public pricing page, so check the amount at checkout.
• Honest minus: no refunds for unused time, and the terms give Nomi a perpetual license to your chats. Account deletion doesn't remove archived communications.

Kindroid: build the person you flirt with

Kindroid lets you set a companion's name, personality, backstory, look and voice, then talk by text, voice messages or video call. Kins keep long-term memory. Its moderation guidelines permit adult content for adults, so the dial is yours to set.

• Free: fewer Kin slots; a message limit isn't published.
• Price: shown only at checkout, by country and platform, in 1-month, 3-month or 1-year terms. Kindroid says web purchases are generally cheaper than app store ones.
• Honest minus: account deletion runs through contacting the company, and the policy doesn't say whether chats train models.

PepHop: romance tags, small budget

PepHop is a web character chat where you can browse by tags, romance among them. Plans are sold by message count, so you know what you'll pay. Its blocked-content policy is one of the strictest here: no aged-up characters, no step themes, no bots based on real people, no explicit images.

• Free: some free messages for new users; the count isn't published.
• Price: Lite $4.99/month (2,000 messages), Classic $9.99 (5,000 messages, enhanced memory), Elite $29.99 (16,000).
• Honest minus: text only, as far as the pricing page shows, and refunds are generally not offered.

Candy AI: flirting with a voice

Candy AI is a browser app with ready-made or custom characters, plus voice messages and images. If flirting for you means hearing a reply, not just reading one, it covers that, though media costs tokens. Its policy bans deepfakes and images resembling real people.

• Free: 5 messages in total and one image. Enough to look around, not enough to get a feel for a character.
• Price: $3.99/month on the 12-month plan, charged as $47.88 up front; $9.99 for the first month, then $13.99. Tokens on top for media.
• Honest minus: there's no separate SFW or NSFW switch, so you steer the tone yourself. Refunds only within 24 hours and only if you've used 20 tokens or fewer.

• Characters without a clear adult age. School settings or characters whose age is vague or never stated. A good app bans these outright, and every pick here does. If an app's catalogue is full of them, leave.
• Uploading someone's photo. Turning a real person, an ex or a crush into a flirt bot is out. Look for an explicit ban on real-person likeness in the content policy.
• Pressure to pay mid-chat. Some apps lock a reply behind a paywall at the emotional peak. Set a budget before you start, and read our billing guide on renewals and cancelling.
• No age rule in the terms. A real adult service says 18+ in its terms. If you can't find it, that's your answer.

If you want explicit adult chat rather than flirting, this page isn't for you; see the best NSFW AI chat instead.
